The review of the 10-year action plan on drugs of the UN, gave the opportunity to NGOs working in this field to come together and articulate their own voice in the debate in shaping the policy on drugs. In July 2008 The World Conference of Non Governmental Organisations “Beyond 2008” has been held in Vienna. The meeting reached unanimous conclusions in three separate resolutions. It was the most consistent and representative voice of the so-called civil society at the High-Level Meeting that endorsed the new Political Declaration on drugs for the next 10 years. Many of the proposals of the NGOs were not adopted by Member States, but they remain on the table. The Vienna Non-Governmental Organisations Committee / VNGOC) is a vital link between NGOs and the UN Office on Drugs and Crime (UNODC). The NGOs have, since the High Level meeting of the Commission on Narcotic Drugs (CND) in March 2009, the right of interventions in working groups and plenary of the Commission. It is a positive step in conjunction with the Informal dialogue that is organised during the CND separately with the Director of the Office on Drugs and Crime (UNODC), the President of the Commission on Narcotic Drugs (CND) and the President of the International Narcotics Control Board (INCB). Diogenis is actively involved in these processes. Mutual desire for cooperation has been expressed at the first meeting between DIOGENIS and the UNODC Regional Office for South-Eastern Europe in Vienna. Diogenis believes that cooperation with the UNODC regional office will be beneficial in strengthening the Drug Policy Network in South Eastern Europe.
